The Sustainable Planning Act
New planning and development laws came into effect on 18 December 2009 with the Sustainable Planning Act 2009 and Sustainable Planning Regulations 2009 are replacing the Integrated Planning Act 1997 (IPA). This new legislation seeks to achieve sustainable planning outcomes through: · managing the process by which development takes place · managing the effects of development on the environment · continuing the coordination and integration of local, regional and state planning.
Queensland Planning Provisions
The Queensland Planning Provisions (QPP) are the standard planning scheme provisions made under the Sustainable Planning Act 2009 (SPA) that provide a consistent format and structure for local government planning schemes across Queensland. The QPP will make the SPA more efficient and cost-effective for Councils to prepare new planning schemes.
As part of Qplan’s continuous improvement process a review of the QPP is expected to be undertaken every six months for the first three years, while local governments are drafting planning schemes. This will ensure that the QPP continue to be a robust, yet flexible planning instrument which caters for diverse planning issues and responds swiftly to new issues identified by scheme drafters.
Three review groups consisting of local government, state agencies and departmental planning officers were established to provide input to the QPP version 2.0. A list of preliminary issues were identified through the consultation process for version 1.0. These issues were prioritised and addressed in the QPP version 2.0.
The state government, through Growth Management Queensland (GMQ), is leading the way with a focused approach to managing growth, minimising its impacts and maximising the benefits for Queenslanders. The QPP are a clear demonstration of GMQ delivering a more streamlined planning system and providing sustainable development outcomes for communities throughout Queensland.
